The intention was:

PSO is an Association for organizations working in
development cooperation. To encourage members to learn better from their
own practice with strengthening their partners in developing countries
PSO thought that the member organizations should each have an LWT (apprenticeship program) had to
formulate their learning objectives and learning questions.

The approach was
Overall, the LWTs would
our fifty members should be shut down in a few months as a
agreement for own improvement, which also includes support from PSO
was captured. After that, learning activities would be carried out.

The result was:
A failure, because closing the LWTs became a much longer process
and more difficult process. Several meetings were needed to
clarify what organizations were struggling with and their learning goals
to get clear. Average was only after 10 signed a LWT for months, and
sum much later. All this time there was no visible result to let
see.

The teaching moment was
However, an evaluation showed that the discussions themselves about the learning questions
to have led to new insights among the member organisations. The members
were very positive and felt that even before they closed their
apprenticeship program had learned a lot. They now had clear which one
subjects could improve their practice and how they wanted to
tackle. They often considered themselves learning organisations (so why a
LWT?), but now it really got a frame. In short, they thought it was a success!
After an initial struggle, the relationships between PSO and the members are
mostly improved and our role became clearer.
