The intention

COOKIES (of Central Cooperative of North Kivu Congo) is a union of 25 village cooperatives that are responsible for the marketing of the agricultural products of those village cooperatives. At the end of the 1990s, the cooperatives did not have the necessary liquidity to organize the purchase and collection of the harvest of the member farmers. As a result, marketing was very inefficient. The Belgian NGO Vredeseilanden therefore decided to make credit capital available.

Attempt 1

The approach
Vredeseilanden made credit capital available in the order of thousands of dollars per village cooperative.
COOCENKI got in the period 1998-2002 financial support in the form of credit capital from o.m. Vredeseilanden to be able to give loans to its village cooperatives to buy and market the harvest of the member farmers during the high season. The order of magnitude of the loans was several thousand dollars per village cooperative.

The result
The cooperatives that had never managed such large sums, however, failed to repay it, and the original credit capital melted like snow in the sun.

Attempt 2

The approach
An agent was appointed to visit the cooperatives to pay out capital on the spot. Correct delivery of agricultural products often failed.
After several years of non-payment, Coocenki withdrew from the crop credits and decided to hire a private agent who would visit the cooperatives with the capital in his pocket., and to pay the cooperatives on the spot an amount that corresponded exactly to the amount of agricultural products collected.

The lessons

It is possible to set up large-scale commercial transactions sustainably without foreign support.
Because the money came from abroad, and because it was seen as a collective anonymous debt, no one really felt responsible for its proper management and the refund was not done correctly. After the failure of the first system, the reimbursement now goes to an autonomous and locally embedded body, who also grants credit with the savings of farmers and neighbours. The refund is flawless.
The amounts owed from the first period have not been waived.
