The intention

Per 1 January 2015 the district nurse will play an important role in the midst of the changes in care. A description of the activities of the district nurse in his/her broad function in the form of a 'product description' would be useful here.. This could be used in the sale and purchase/purchase by municipalities and health insurers. This was therefore the assignment for Frans Fakkers and his colleagues (Regional Cross Association West Brabant) anno 2012: By February 2013 there had to be a product description of the district nurse function that had the support of all parties involved.

The approach

In terms of content, however, many stakeholders still had many questions about what the district nurse could or could not generate in terms of quality of life, improving cooperation in primary care, as well as savings. No one was concerned with the customer/care recipient or the profession because the urgency for this was lacking during the duration of our project. The lack of government decision with regard to financing the district nurse function, has offered parties the opportunity to hold back.

The result

Now everything has to happen at a rapid pace to train the district nurse to per 1 January 2015 to be able to practice her profession, and in a responsible manner. The district nurse function is only now getting underway. In this, the work and knowledge gained in the project group is, well used. The knowledge is taken, met name door V&UN in the various meetings that will now take place with CVZ, ZN, NZa, RVZ, and with VWS. Although we were two years early before, our project now serves as much-needed nutrition to take the changes in healthcare one step further.

The lessons

We were 2 years too early. Generating trust and collecting opinions not only takes time but also consensus on the principles. This consensus was not reached due to a lack of urgency. The power of the established order should not be underestimated in this regard.
